The C.A.R.D Act laws starts in full on February 22, 2010, for students and consumers under 21. The way the laws read now for 18 year old + high school students, college students and young adults can still apply for a credit card until Feb. 22 2010 when the C.A.R.D Act swings into full gear. When it does, students must have a co-signer to receive a student credit card if they are under 21, or, students must provide proof of income.
